Hancock County commissioners approve package of appropriations and contracts, including $95,000 GIS conversion and demolition grants

At their March 19 meeting, Hancock County commissioners unanimously approved minutes and payroll and a set of resolutions that move forward with a $95,000 GIS conversion for the county engineer, multiple demolition contracts funded by state grants, a $84,028.85 ditch-spraying contract, and other facilities and grant appropriations.
Hancock County commissioners met on March 19, 2026, and by unanimous votes approved routine administrative items and a group of resolutions advancing technology upgrades, demolition projects and facility work.
The board approved minutes from March 17 and two warrant journals, and authorized payroll for county and Job & Family Services employees. Commissioners then granted a series of funding actions and contracts presented by staff.
Cindy Land presented a Soil & Water–recommended contract with Right of Way Management Co. for 2026 ditch-maintenance spraying in Hancock County. The board approved the $84,028.85 contract covering work on 32 ditches. Kyle Parker brought forward a proposal to convert GIS software for the Hancock County Engineer; county staff said the current platform will soon be unsupported. The board approved a Woolpert Inc. conversion contract with a stated price of $95,000.
Phil Johnson presented multiple demolition and revitalization actions under the Building Demolition and Site Revitalization grant program. The board approved an $18,800 contract with All Excavating & Demolition, LTD to raze structures at 0 Bond Street and 100 Shady Acres Drive in McComb, and a separate $30,300 contract to demolish three Findlay properties (123 W. McPherson, 11841 CR 252, and 1003 Bank St.). Johnson also presented Change Order #2 on the McComb community center project, adding $9,450 because winter weather required rework; the change was approved.
Other approved items included additional and intra-fund transfers tied to indigent defense, the sheriff’s general fund, veterans’ accounts and a HUD fund appropriation. The board approved Resolution #189-26, a $6,200 contract with Stage 5, LLC (d/b/a City Wide Facility Solutions NW Ohio) to remove and replace two awning covers with new lettering at the county building at 514 South Main Street in Findlay; Commissioner Bechtol said the request came from the Downtown Findlay Improvement District.
Phil Johnson also presented Resolution #190-26 to contract with outside counsel Brian D. Butcher for Hancock County Job & Family Services matters before the Ohio State Board of Personnel Review and unemployment tribunals; the commissioners approved the agreement, which staff described as needed for unusual JFS matters. Finally, the board approved Resolution #191-26, a $1,625-per-month cleaning contract with Stage 5 for occupied areas of the 401 Olive Street county building for April through June.
All resolutions and motions recorded during the meeting passed by 3-0 votes, with William Bateson making the motions and Timothy Bechtol seconding throughout the session. The meeting record shows unanimous approval on the items described above.
The board’s remaining business included updates on previously approved 2024 program-year projects and a note from Kaysie Penzinski that the courthouse renovation historic grant appears to have been funded again for 2026; staff said they will investigate application requirements.
The commissioners adjourned to executive session later in the day for personnel compensation and returned to public session before presenting the State of the County later in the afternoon.
