Hancock County commissioners approve appropriations, transfers and county purchases

The Hancock County Board of Commissioners on Feb. 19 approved a slate of routine financial measures and two county contracts, voting unanimously on each recorded motion.
Commissioner Jeffrey Hunker opened the meeting at 9:30 a.m. The board approved minutes from Feb. 17, payroll for Job and Family Services and the commissioners' office, and two warrant journals by voice vote, with Commissioner William L. Bateson making the motions and Commissioner Timothy K. Bechtol seconding.
Clerk Cindy Land presented several resolutions. Resolution #97-26 authorized an additional appropriation to the Veterans Service Trust Fund (#2152); Resolution #98-26 transferred $25,485.21 from the Hotel/Motel fund (#8047) to the General Fund (#1001) for fourth-quarter fees from 2025; Resolution #99-26 added an appropriation to the Enforcement and Education Fund (#2079); and Resolution #100-26 moved funds within the General Fund for the Sheriff’s office. Each motion was moved by Bateson, seconded by Bechtol and approved 3-0.
Phil Johnson presented Resolution #101-26, authorizing an agreement with Truck Country of Indiana, Inc., DBA Stoops Freightliner of Lima, Ohio, to purchase a 2027 Freightliner 114SD tandem-axle semi tractor for the Hancock County Engineer at a cost of $158,043. The board approved the purchase by a 3-0 vote.
Johnson also presented Resolution #103-26 to award a contract to Smith Concrete, LLC for demolition and replacement of sidewalks in the Village of Rawson through a Community Development Block Grant program. The low bid was $285,940; $202,000 will come from grant funds and the remainder from revolving loan funds. Matt Cordonier told the board roughly 80% of sidewalks in the village will be replaced. The contract award carried 3-0.
The board directed staff to prepare a resolution for Feb. 24, 2026, to vacate a road in the Red Hawk subdivision after the township fiscal officer did not reply in the prescribed time frame.
Votes at a glance: all recorded motions were approved by a 3-0 tally, with Bateson as the mover and Bechtol as the seconder when recorded in the minutes.
The commissioners received reports and packet items during the session and scheduled the listed resolutions for processing and signature by county staff.
