DLZ updates commissioners on Rockbridge sewer, Haydenville connection and ARPA‑funded jail demo

Tracy Schultz of DLZ briefed the Hocking County Board of Commissioners on April 16 with updates on multiple infrastructure projects.
Schultz said Rockbridge Phase 1 sanitary sewer main work is complete but the project remains open while grant reimbursement paperwork is finalized; staff will submit invoices for reimbursement when available. On the Haydenville Regional Connection project, Schultz said the county submitted an OWDA design loan application and is answering financial clarification questions with the treasurer’s office; topo surveying has been flown and the design will proceed when files are received.
Schultz also discussed the jail demolition project, which is being funded with ARPA dollars and carries a hard deadline at the end of the year. She said staff anticipates an opportunity for an October extension but cautioned that administrators are hearing the state may reallocate leftover funds for other uses. Schultz urged wrapping up outstanding tasks for ARPA‑funded projects.
On regional sewer work, she noted the city of Logan is pursuing a study to evaluate the costs and benefits of sewer regionalization; county staff will coordinate as meetings and studies are scheduled.
Commissioners and staff discussed timelines and coordination with property owners and contractors for lift station testing and electrical work; Schultz asked permission to contact contractors to move reimbursement paperwork forward.
