Omaha releases 2026 HUD annual action plan with roughly $9.8 million for housing and services

Alyssa Solacic of the City of Omaha planning department presented the 2026 Annual Action Plan, part of the five-year Consolidated Plan covering Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds. She said HUD announced the allocation on April 3 and staff included final funding proposals in the plan.
Solacic gave the dollar amounts and proposed program distributions: CDBG totals roughly $4,450,000 (including an allocation of about $4,300,000 plus roughly $212,000 in prior-year unobligated funds); HOME totals about $4,200,000 (roughly $2,000,000 in the annual allocation and about $2,200,000 in prior unobligated funds); and ESG totals $379,900. Solacic described specific proposed activities including public infrastructure (about $746,000), single-family rehabilitation (roughly $1.9 million), demolition and code-enforcement projects, job-training allocations (about $385,800 serving an estimated 145 people), multifamily construction and rental assistance (about $700,000 to assist 60 households through Omaha Housing Authority), and projects to fund shelter operations and housing placements.
She said the public comment period remains open through May 13 and the plan will go before city council on May 19; the plan is due to HUD on or before June 2. Staff recommended approval and the board moved, seconded and recorded approval on the agenda.
The board and staff clarified that HUD evaluates the plan but that project-level approvals and eligibility determinations will be made by city staff in accordance with HUD rules, and that some program details depend on further application review.
