Caroline County election board finalizes pre-election logistics, sets supply checks and nursing-home assistance

The Caroline County Board of Elections met in early May to finalize several pre-election steps, including vendor mailings, drop-box security and polling-place preparations, the board said.

Election Director (S4) told the board that two county techs began work (one on April 30 and another on May 4), logic-and-accuracy testing has started on the mail-in portion of the ballot, and the specimen ballot proof has been approved and is queued for printing. "The mail in ballots will be sent to voters starting on May 6," the director said, and added the office is using a vendor called Taylor to mail ballots.

The director reported an approximate number of mailed ballots in the transcript as "1,252, 59 mail in ballots," a figure that appears garbled in the record and whose exact value was not clarified at the meeting. The director also said three ballot drop boxes were delivered and that replacement cameras were installed at the drop-box locations.

Board members praised the completed judge trainings and discussed taking a more hands-on role in future trainings so they can better evaluate judges in person. The director said she would provide printed materials and the board agreed to coordinate participation where it does not interfere with judge instruction.

The board set several operational dates: verification of polling-place supplies will be conducted using the state checklist on May 21 at 10:00 a.m.; the director named Ridgeley Fire Hall and Denton Fire Hall as the two polling places for the verification visits. Director (S4) asked board members to arrive at 08:30 on election day to pick up evaluation forms and memory sticks for returning chief-judge materials.

Addressing voters who use web delivery, the director confirmed a request deadline of June 19 and that web-delivered ballots must be postmarked on or before June 23. The director reminded voters who mail ballots via USPS to take them inside to ensure they receive a postmark.

On outreach to long-term-care residents, the director said staff had contacted the county's nursing homes; one facility requested bipartisan board assistance with residents' mail-in ballots and registrations. The board tentatively scheduled that assistance visit for Monday, June 15 at 10:00 a.m., with Tuesday, June 16 as a backup, and planned to meet at 09:30 to review materials beforehand.

Legal coverage for canvassing drew attention: the board's attorney (S5) said she will not be present for canvassing on June 1 because of preexisting travel plans and described contingency options including asking neighboring-county attorneys to cover specific canvassing needs if they arise.

The meeting included the swearing-in of a member of the Board of Canvassers: a clerk-like official administered the oath reaffirming support for the U.S. Constitution and the laws of the State of Maryland and the obligation to "canvas and declare the votes cast."

Routine business motions were recorded: the board approved the minutes of the April 10 meeting after a motion by Board member (S3) and second by Board member (S1), and later adjourned after a motion by S3 and a second by S1. The board also noted there is currently no July regular meeting scheduled and set the next regular meeting for August 14; provisional canvas will occur July 1 and canvassing on July 6.

The board said it will finalize the schedule and logistics at upcoming office sessions and the next board meeting.
