Committee approves waiver to let DA contract with Advent for automated traffic diversion

Jordan told the committee the change will shift handling of most local vehicle traffic matters to an online system operated by Advent, freeing ADAs to focus on discovery and more serious penal cases. He said the program will include an enhanced educational component, create more uniform outcomes across towns and improve revenue flow for municipalities. “We are going to an automated system through a company named Advent,” Jordan said, explaining that the application and payment will be completed online by the person who received the ticket and Advent will remit reports and funds to the county.
Jordan described three categories for cases in the program — diversion, traffic reduction and aggravated unlicensed operation/suspended registrations — and said fees for the diversion and traffic‑reduction options will be $100 per participant. Treasurer Al Nolette recommended approval of a waiver from the county’s procurement policy for a specific vendor; committee discussion noted an annual vendor cost of roughly $1,200 and that other program fees will be paid by participants. The motion to approve the procurement waiver was moved by Mr. Hahn, seconded by Mr. Herrick and adopted.
The committee record indicates Jordan expects the county’s discovery grant to cover program costs so the change should be net zero to the county. The committee did not set a timetable for public rollout; Jordan said a link to the program will be placed on the DA’s office website for eligible defendants to sign up.
The committee forwarded the waiver and related documentation as part of its regular minutes. Next steps include finalizing the vendor contract and confirming remittance and reporting procedures between Advent and county finance staff.
