Approved items included: - Millstone Ventures (Item H1): rezoning of about 18.07 acres to RU‑215 for multifamily apartments; Planning & Zoning recommended approval 9–1 and the board approved the rezoning unanimously. - JEJ Ventures (Item H2): rezoning from IU to BU‑2 to permit a hardware store and outdoor storage; no opposition was recorded and the board approved the request unanimously. - HQW LLC / HQW Homeowners Association (Item H3): rezoning and binding development plan to permit RV sites, cabins and equestrian uses; the board approved the rezoning with the BDP but directed staff and the applicant to finalize BDP language before finalization.
Denied item: - MeritBidco / Range Water (Item H7): a high‑profile request to rezone roughly 11.16 acres to RU‑215/RU‑230 for up to 222 apartments on North Courtney Parkway and Pioneer Road, which the board denied unanimously after extended public comment and expert testimony. The board instructed county staff to draft findings of fact explaining the legal basis for denial and to return them at a future public meeting.
The board also tabled items H8 and H9 to the July 9 zoning meeting and noted one withdrawn item (H5).
What this means: approved rezones will move forward to site plan and permitting processes, where technical engineering, stormwater and concurrency reviews will be completed. The denial of the large Merritt Island rezoning halts that application as presented; staff findings and any potential applicant rework or appeal are expected to follow.
