Commission approves Ashland Trace second preliminary plat after drainage discussion and signage concern

The Livingston Parish Planning Commission voted May 7 to approve the second preliminary plat of Ashland Trace, first filing, after hearing from developer representatives and parish staff.
Rudy Cinco of Macklin Taylor told the commission the applicant prepared a drainage impact study and a traffic impact study and made minor revisions based on those studies. Commissioners asked whether rerouting an existing waterway would require U.S. Army Corps of Engineers approval; the developer said Army Corps permitting would be part of the process and that the proposed widening is intended to improve drainage northward without negatively affecting areas to the south. "Yes. That would be, be a part of it," the applicant said when asked about Army Corps approval.
Commissioners also raised concerns that a public-notice sign posted in 2023 had been removed or was deteriorating; planning staff and the developer agreed the sign needs to be restored, and planning staff said the sign is required during construction and will be reinstalled before work begins. A motion to approve the second preliminary plat (mover recorded as Mister Clemens; second Mister Engler) passed on the commission’s vote following engineering’s recommendation.
