Community Planning Administrative Director Diana Veloz explained the fee covers engineering assessment to quantify costs and impacts of upsizing line capacity and relocating a proposed lift station downstream of the canal—changes Somerton requested to support future development. Veloz said the USDA, the funder for the project, normally does not allow scope changes but indicated a willingness to consider upgrades at this design stage. The Board approved the IGA and directed staff to continue work to incorporate upgrades into final design plans contingent on City Council approval and legal review (motion Reyes/Lines, 5‑0).
