George, the borough mayor, briefed the Planning Commission on a land‑sale nomination for eight borough lots in the Quota Subdivision (off Rochester and Coby roads), recommending the parcels be offered ‘as is’ and noting the statutory sale process would include appraisal and assembly action.
George outlined recorded plat features: Rochester Road was created with a 100‑foot right‑of‑way, many interior roads have 60‑foot right‑of‑way designations in the plat notes, and lots include 15‑foot utility easements. He also noted covenants and a recorded HOA term that provides a mechanism for local maintenance. Staff told the commission purchasers would generally be responsible for road construction and that fee simple title to the lots includes gravel rights.
Commissioners asked practical questions about access and whether the borough could or should require road construction prior to sale. Staff emphasized the nomination route — appraisal, assembly review and public process — and recommended doing baseline work and possibly a work session or site visit before moving forward.
Members also raised that a proposed LNG pipeline route identified in the project's environmental impact statement includes areas adjacent to the Quota Subdivision and could affect appraisal or future use. George said the pipeline notation does not automatically block the sale but is a factor appraisers and the assembly should consider.
The commission accepted the introduction of the nomination and asked staff to prepare the next stage, including appraisal options, a review of covenants and easement records, and public notice for assembly consideration.
