Marshall County Fiscal Court accepts road-material bids, denies fuel bids and orders rebid

Marshall County Fiscal Court accepted the county's annual bids for road materials but denied and ordered a rebid for fuel and oil during a special called meeting May 7 at the Marshall County Courthouse in Benton.
In the most substantive procurement action, the court approved awards for culverts, road salt, multiple classes of asphalt, rock aggregates and striping materials. Commissioner Monti Collins moved to accept the bids and Commissioner Eddie McGuire seconded; the court recorded all votes as aye.
The tabulation presented to the court listed vendors and unit prices for many items, including a $130.91-per-ton bid for road salt from Compass Minerals and competing bids for asphalt and rock from Jim Smith Contracting, Central Paving, Vulcan Construction Materials and Arcosa Aggregates. The court accepted the tabulation as presented.
On fuel and oil, county staff presented vendor bids for gasoline, on- and off-road diesel, lubricants and bulk oils. The court voted to deny all fuel- and oil-related bids and directed staff to advertise a new solicitation; Commissioner Marty Barrett seconded the motion to advertise for re-bid and the court approved it unanimously.
The court also approved a County Road Aid Cooperative Program Agreement and accompanying resolution, and voted to submit a Federal Lands Access Program project application for Happy Hollow Road. Commissioner Eddie McGuire moved approval of the road-aid agreement and Commissioner Collins moved approval of the FLAP application; both motions were seconded and passed by unanimous vote.
The meeting record shows the decisions were made by majority vote with no recorded opposition. The court's actions authorize staff to proceed with vendor contract awards for the accepted material bids and to begin a new procurement process for fuel and oil.
Next steps: procurement staff will prepare contract documents for accepted vendors and re-advertise the fuel and oil solicitation as directed by the court.
