Montgomery County Council unanimously approves $500 daily pay for civilian trial board members

The Montgomery County Council on Oct. 1 approved Bill 12-24, which sets a $500 per diem for civilian trial board members who serve on the county’s Administrative Charging Committee and clarifies compensation rules for members who also serve on the Police Accountability Board.
The joint committee that reviewed the measure recommended enactment with an amendment to delete a provision that would have provided retroactive compensation, a change committee members said was required by state law. "We didn't have enough experience to know whether or not that's the right figure, but we're going to come back," said Councilmember Katz, describing the $500 figure as a starting point to be reviewed after implementation.
Ms. Wellens, who presented the committee's work, said the amendment also allows flexibility for which PAB member could perform dual duties and removes language that state law does not permit. "The committee deleted that provision," she said.
The council moved directly to a roll-call vote on final reading. Council members Lukey, Ming, Sayles, Glass, DeWanda, Katz, Albert (Oz), Fontaine Gonzales, Balcomb, Stuart and President Friedson each recorded "yes," and the president announced the bill had been approved unanimously.
The change takes effect as provided in the bill and council staff said they will return with data and a recommendation on whether the rate should be adjusted in the future.
The council proceeded to the consent calendar and other agenda items after the vote.
