CCRPC PAC reviews draft housing data table for 2023 ECOS Plan; members flag gaps on conversions and 'small-a' affordability

At the March 23 meeting, CCRPC staff presented a draft housing data table intended for the 2023 ECOS Plan update. Regina Mahony summarized that the table would compare municipal housing counts with Chittenden County totals and the Building Homes Together goal.
PAC members raised several substantive questions. Members asked whether the "new affordable construction" category includes conversions of existing buildings; staff said yes, it includes existing residential that has been brought into perpetually affordable portfolios (for example, shared-equity and naturally occurring affordable projects) and that staff would check on hotel conversions. Members also noted that the table currently omits a clear account of "small-a affordable" housing (units affordable without subsidy or regulation, such as some mobile homes); staff acknowledged the difficulty of capturing that stock and said mobile homes are in the database and could be added as a column.
Participants suggested clarifying column headers (for example, changing "affordable constructed" to "affordable created" to reflect conversions as well as new construction), and adding a planning-area or bus-service lens to make geographic comparisons more meaningful. Regina Mahony emphasized that smaller municipalities may not build many new units locally and that equity considerations should remain central to how the data are presented.
Next steps: staff will follow up on hotel conversions and consider adding mobile-home counts and revised headers and geographic lenses to the table before the ECOS Plan update.
