Wabasha County Human Services Board approves grant awards, delegation amendment and regional mental‑health training

At its Aug. 15 meeting the Wabasha County Human Services Board unanimously approved four resolutions: a delegation‑agreement amendment with South Country Health Alliance, a $26,195 PHEP grant from MDH, a $34,459 amendment to Local Homeless Prevention Aid disbursement, and $9,449 to register four people for Mental Health FIRST AID instructor training.
The Wabasha County Human Services Board unanimously approved a slate of administrative and funding actions at its Aug. 15, 2023 meeting.
The board approved a third amendment to the 2020 delegation agreement with South Country Health Alliance to continue delegated public‑health functions. The amendment was adopted by unanimous voice vote.
The board also approved a Public Health Emergency Preparedness (PHEP) award from the Minnesota Department of Health for the period July 1, 2023, through June 30, 2024, in the amount of $26,195 and authorized the Public Health Director to execute and administer the award on the county’s behalf.
Separately, the board amended the county’s agreement with Three Rivers Community Action to disburse the county’s recertified Local Homeless Prevention Aid for 2023 in the amount of $34,459.
The board authorized payment totaling $9,449 to register four county‑affiliated individuals for Adult Instructor Training through Mental Health FIRST AID USA at a cost of $2,362.25 per person. The registrants named for this authorization were Colten Schmidt (Probation), Heidi Young (Social Services), Kayla Meyer (Social Services) and Melissa Drenckhahn (Hope Coalition). The CREST Region provided additional AMHI FMAP funds to cover these registrations; the extra funds are time‑limited and registrations must be completed by Aug. 31, 2023, to be encumbered.
All listed motions were recorded as adopted unanimously. The agenda addition that enabled the Mental Health FIRST AID authorization was moved by Commissioner Springer and seconded by Commissioner Key.
The approvals do not themselves change program operations beyond allowing the county to receive and administer the listed funds; the resolutions authorize signatories and funding disbursements as described in the meeting packet.
At the close of business the board recessed the meeting to 8:00 AM on Sept. 19, 2023.
