Miami County commissioners approve contracts, appropriations and personnel actions in routine session

The Miami County Board of Commissioners met April 16 and unanimously approved a set of routine administrative items, including contracts, budget adjustments and new hires.
The board voted to award a contract to Diverse Residential Services LLC of Washington Courthouse, Ohio, to perform lead-based paint risk assessment and clearance services under the PY 2025 Lead Safe Ohio program. The contract amount was approved not to exceed $77,400, with work to be completed by Feb. 29, 2028. The motion to enter the contract was moved by Mr. Gregory A. Simmons and seconded by Mr. Ted S. Mercer; Mr. Wade H. Westfall and the other commissioners voted yea.
Commissioners authorized the Miami County Engineer’s office to sell one surplus vehicle, a 2004 International bucket truck (fixed asset No. 6869, VIN 1HTMPAFL84H664514), via internet auction on GovDeals pursuant to Ohio Revised Code Section 307.12(E). The authorization was approved on a unanimous roll call.
The board accepted a quote from Ameri-Med Waste, Inc. (Belpre, Ohio) for pickup and disposal of sharps needles at listed county locations at $30.00 per 30-gallon container and a total annual cost not to exceed $2,000 for the contract period July 1, 2026–June 13, 2029. Locations covered include the Miami County Health Department (510 Water St., Suite 130, Troy), Miami County Sanitary Engineering (2200 N County Road 25A, Troy), the Piqua and Tipp City police departments and the Piqua Board of Education.
The board also approved a painting contract with Elsner Painting (Sidney, Ohio) to prime and apply two coats of Sherwin-Williams exterior paint to the Safety Building chiller tower windscreen at a cost not to exceed $4,500, to be paid from Fund 001-060. Multiple bids were reviewed and Elsner’s quote was the lowest.
On personnel matters, commissioners authorized employment verification items and acknowledged two hires in Miami County Job & Family Services: Izahya M. Tipps as a full-time caseworker (start date 04/27/2026) at $21.56 per hour, and Ashley N. Martin as a full-time child support case manager (start date 04/20/2026) at $20.4422 per hour. The board approved then-and-now certificates, a set of transfers and additional appropriations as submitted.
All recorded motions in the session passed on unanimous roll call votes (Mr. Westfall, Mr. Simmons, Mr. Mercer).
The meeting was administrative in nature and concluded with announcements about upcoming public tours and a 1:44 p.m. adjournment.
