Jose, a staff presenter, told the commission the unit is in an M2 (light‑industrial) zoning district and is part of a multi‑tenant building that offers a shared parking lot. Staff estimated the business will handle roughly 6–10 vehicles per service day, operate by appointment only, and employ about three to four staff. Because the building predates 1965, the property qualifies for parking relief under the code, and staff concluded the existing 16 shared off‑street spaces are sufficient.
Staff recommended approval subject to conditions that include a prohibition on outside storage or display of items, a ban on using required off‑street parking for vehicles being serviced, appointment‑only service, and hours limited to 9 a.m.–7 p.m. A staff presenter said operations are expected to be indoor, low‑impact and compatible with surrounding industrial and service uses.
Petitioner Anthony Duenas, identified himself as owner and co‑founder of HBMD Talent Studio, described his mobile‑origin business model and said the shop will continue pick‑up and delivery options to reduce on‑site parking demand. Duenas said the business uses eco‑friendly products and low‑noise equipment and estimated 6–12 vehicles daily. “Our work represents our position. We fully believe in the quality that we provide,” Duenas said as he described services including interior/exterior detailing, tinting, ozone treatment and waxing.
A commissioner moved to accept the staff report as presented; the motion passed. Staff reminded the petitioner the planning commission’s recommendation will be forwarded to the Board of Trustees for a final decision and that the petitioner will be notified when the trustees schedule the case.
