Lucas County commissioners authorize negotiations with Armor Health for jail medical services, require final contract review

Chief West Bomb Breeze, a presenter from the sheriff’s office, told the Lucas County Board of Commissioners that the office needs to seek a new medical-services provider for the county jail and asked permission to negotiate with Armor Health. "We had some issues and we need to look elsewhere for our medical services than we are currently," he said.

A commissioner expressed concern about the item’s wording, saying the agenda language implied the county was "enter[ing] an agreement" rather than simply authorizing negotiations and urged caution because past contracts had cost the county more. The commissioner said the jail had a "fraud history of medical care in the facility," citing prior contractors' problems.

Board members amended the resolution to make its scope explicit: the Board would grant permission to enter negotiations with Armor Health for medical services at the jail and required that the final negotiated contract be brought back to the Board for final approval. After the amendment was offered, the Board voted to approve the amended motion. Commissioners recorded affirmative votes on the amendment and the resolution; staff said final terms will be presented to the Board on May 12.

Chief Bomb Breeze characterized the request as the sheriff’s office seeking to "iron out the contract" with Armor Health before returning to the Board. The Board did not adopt a final contract at the meeting; the action approved only negotiation authority under the amended language.

Next steps: county staff will complete negotiations with Armor Health and present final contract terms to the Board at the May 12 meeting for formal approval.
