Lucas County approves $1.05 million CHIP contract with Kleinfelder to repair privately owned homes

The Lucas County Board of Commissioners voted to authorize a contract with Kleinfelder to implement the county’s 2025 Community Housing Impact Program (CHIP) award of $1,050,000, county economic development staff said at the May 5 meeting.

“I'm here today to ask for permission to enter into contract with Kleinfelder for professional services for the implementation and administration of project program year 2025,” Poore told the commissioners. Poore said Kleinfelder will help with the grant application process, hiring contractors and carrying out the program.

Gina, a county staff member who explained program eligibility, said the CHIP funds will cover the 2025–2027 program years and target rehabilitation of privately owned homes outside the City of Toledo for low- and moderate-income households. “Some of the rehab would be roofing, electrical, plumbing, ADA — just any problems that you may have with your home,” Gina said, and added that pre-applications and income guidance are available on the county website and through county contacts.

The board approved the contract in a roll-call vote. County officials said purchases and project work will follow federal Community Development Block Grant rules and local procurement procedures.

Next steps: Kleinfelder is expected to support application administration, contractor procurement and field assessments for qualifying homeowners. Additional program details and pre-application materials are posted on the county’s Community Development Block Grant page.
