County approves zoning map amendments, contractor yard allowance and multiple interim‑use permits

Rice County commissioners on March 24 approved several zoning decisions and interim‑use permits presented by Environmental Services.
Staff described Resolution 26-012 to amend the zoning ordinance to allow a contractor's office and yard complex in the Highway Commercial District; the Planning Commission had recommended adoption following a March 5 public hearing. The board approved the resolution.
The board also approved Resolution 26-013, a zoning map amendment for about 20.35 acres in section 36 of Webster Township requested by Minnesota Landscape LLC to change property to Highway Commercial.
Several interim‑use permit requests by Kilmeier Construction, Kilmeier Construction Incorporated, landowner Paul Donkers, and others for temporary equipment placement and aggregate crushing operations in Webster, Walcott and Wheeling townships were presented. Planning Commission recommended approval with conditions; the board moved, seconded, and approved the permits and their attached conditions.
The board approved a conditional‑use permit for an excavation contractor's office and yard for DeRoder Properties LLC (Jeff and Kyle deRoder). By contrast, the board denied an interim‑use permit requested by Michael Rogers for a short‑term rental in Cannon City Township; staff cited public testimony from neighbors concerned about shared driveways, wells and weekend rental impacts, and the board voted to deny the permit with findings of fact as recommended by the Planning Commission.
Timm's Trucking received approval to continue operation of a demolition landfill in Morristown Township under an interim‑use permit the Planning Commission recommended with 17 conditions. Commissioners noted the recommended conditions in their deliberations and voted to approve.
The board recorded motions and approvals for each item; planning staff will follow up to ensure permit conditions and findings of fact are documented in the permit records.
