Kingfisher County commissioners approve road rights-of-way, plats and proclaim Crime Victims’ Rights Week

Chairman Mike Sparks called the Kingfisher County Board of County Commissioners to order at 9:00 a.m. on April 20, 2026 and led the flag salute. Roll call recorded Commissioner Jeff Moss absent and Commissioners Mike Sparks and Anthony Schwarz present.

The board approved a public service/access drive for ONEOK, Inc. in Section 28-17-7 in District 3, specifying a 12-inch culvert with beveled ends. The motion to approve the ONEOK access drive was made by Vice Chairman Anthony Schwarz and seconded by Chairman Mike Sparks; both commissioners voted yes and the motion carried with Commissioner Moss absent.

Commissioners approved a road right-of-way for Glen Energy Services (from the SW NW of Sec. 27-17-7 to the SW NE of Sec. 28-17-7) specifying a 4-inch steel pipe in District 1, and a road right-of-way for Bison Water Midstream, LLC (from the NW NW of Sec. 23-15-9 to the SW SW of Sec. 14-15-9) specifying an 8-inch pipe in District 3. Both motions were made by Schwarz, seconded by Sparks and carried with Sparks and Schwarz voting yes and Moss absent.

The board approved amended plats (Sections I, II and III) for Gates Estates in Sec. 32-15-5, District 1. Commissioners also approved Resolution #24 BOCC proclaiming April 19–25, 2026 as National Crime Victims’ Rights Week in Kingfisher County.

The commissioners approved a CED#8 bridge inspection invoice in the amount of $1,996.02 for all districts; Chairman Sparks made the motion to approve the invoice and Vice Chairman Schwarz seconded it, with both voting yes and Commissioner Moss absent.

A consolidated motion approved the minutes of the April 13, 2026 regular meeting, the April 20, 2026 agenda, and a long list of purchase orders, warrants and payroll items across multiple funds, including General, Highway, CBRIF, 911, Health Department, Sheriff Service Fee, Free Fair, Jail Sales Tax and Library Sales Tax. The minutes list vendors and amounts (for example, Lightle Sand & Const invoices totaling multiple line items, Cummins equipment charges, and payments to Turn Key Health Clinic and Jacksons Chevrolet) that were recorded in the county claims for board approval.

No public comments were on the record. The meeting concluded with no new business and a motion by Vice Chairman Anthony Schwarz, seconded by Chairman Mike Sparks, to adjourn at 9:10 a.m.; the motion passed with Sparks and Schwarz voting yes and Moss absent.
