Kingfisher County commissioners approve assessor contract, Ovintiv right-of-way and multiple construction and payment items

The Kingfisher County Board of County Commissioners approved a slate of contracts, right-of-way grants and routine financial items at its April 6, 2026 meeting, voting 2–0 on each recorded motion with Commissioner Jeff Moss absent.
Commissioners approved a one-year services contract between the Assessor's Office and Total Assessment Solutions Corp (TASC) covering July 1, 2026–June 30, 2027 after a motion by Commissioner Anthony Schwarz and a second from Chairman Mike Sparks. Schwarz made several of the other motions; Sparks frequently seconded or moved items. The board recorded ‘‘Yes’’ votes from Sparks and Schwarz on every motion noted in the minutes, indicating passage among those present.
The board also approved three right-of-way grants for Ovintiv affecting legal sections in Township/Range descriptions as listed in the clerk's minutes; the motion was made by Schwarz and seconded by Sparks. Commissioners approved Change Order #3 for the 2025 Asphalt Overlay (Bid #14-24-25) covering all districts, a construction contract with 7B Construction, LLC for District 2, and the CED #8 bridge inspection invoice for $4,137.97.
The board approved attorney fees for Durbin, Larimore & Bialick P.C. related to the matter noted in the minutes as "Uncle Johns Creek, Barrackman v. Kingfisher County." A motion approved the March 30, 2026 minutes, the agenda and a comprehensive set of purchase orders, warrants and payroll claims for FY 2024–25 and FY 2025–26; the clerk's record lists individual line items and amounts and is available for public inspection.
Commissioners also approved monthly departmental reports (Assessor, Health Department, County Clerk, Sheriff, Court Clerk and Treasurer) and transfers and appropriations for March 2026. No members of the public spoke during the public-comment period. The board announced Excise Board and tax-roll meetings for April 8, 2026, and adjourned at 9:11 a.m.
