Commissioners approve minutes, carry CDBG applications and authorize contract with treatment center

The Chair called the meeting to order and the body approved minutes from April 30 and carried a series of routine resolutions, the Clerk said.
The approvals included Resolution 226 to adopt the April 30 minutes and Resolution 227 to approve the meeting agenda (with a minor correction to a start-planning item and a referenced memo). The Clerk moved the minutes approval; a roll call recorded "Yes" votes from Commissioner Westcott and Commissioner Laura and the motion carried.
The meeting then moved through several administrative items. Resolution 229 approved supplemental preparations on behalf of the Common Pleas Court, the county engineer (Hillside), information technology and the sheriff. The commissioners also authorized the county administrator to apply for two Community Development Block Grant (CDBG) opportunities for program year '26: a downtown "flex" project and a residential public infrastructure grant to the Ohio Department of Development.
The commissioners approved Resolution 232 to enter into a section 4(e) contract with New Beginnings Residential Treatment Center; the Clerk noted the agreement was submitted by Jamba. A roll call recorded "Yes" votes from Mr. Westfall and Commissioner Burrell, and the motion carried.
The meeting heard several routine reports: the dog warden weekly reports covering April 20–26 and April 27–May 3, and the auditor's financial report for the month ending April 30.
The Clerk said Lorenzo from Maumee Valley delivered a notice-of-award package and recommendation for the Mount Plea Waterline Replacement Project and asked commissioners to review the recommendation. The Clerk also noted a request from a resident to be placed on a future agenda about horse manure on roads and advised that the resident should first speak with Todd, who oversees road jurisdiction.
The meeting concluded routine business and planned to circulate contracts and start dates for upcoming agreements.
