Grant County commissioners approve Osage Road restriction, authorize wind-repower agreement and begin 911 negotiations with Alva

At a unanimous April 13 meeting in Medford, Grant County commissioners adopted a commercial-vehicle restriction for Osage Road, approved an agreement for the Grant Wind Repower Project, acknowledged talks to add Alva to the Woods County 911 system, and approved routine financial items including a March P-Card statement totaling $3,143.16.
The Grant County Board of Commissioners met on April 13, 2026, in Medford and voted unanimously on a series of routine and project-related actions.
Commissioners Steve Stinson (chair), Keith McClure (vice-chair) and Craig A. Fredrick approved Resolution 2026-40 to restrict through traffic by commercial motor vehicles on Osage Road between County Road 1065 and Highway 81. The motion was made by Commissioner Craig Fredrick, seconded by Commissioner Keith McClure and carried by recorded aye votes from all three commissioners.
The board also approved an Agreement for Services with Kirkham, Michael and Associates, Inc. for the Grant Wind Repower Project after a motion by Commissioner McClure and a second by Commissioner Fredrick; that motion passed unanimously.
Commissioners acknowledged ongoing negotiations regarding the Woods County enhanced 911 system and noted that Alva will join that 911 system; Stinson said a new cost amount will be negotiated and that meetings will be scheduled later to discuss changes. The board additionally acknowledged the OSU Extension stakeholder report for March 2026.
On routine financial business the board approved an error correction, blanket purchase orders, and a set of purchase orders and travel claims covering multiple county funds, and it approved the Bank of America P-Card statement for March 2026 in the amount of $3,143.16. The minutes record line-item payees and amounts across departments, including 911, EMS, highway, rural fire and general fund vendors.
At the meeting commissioners gave departmental updates: McClure reported bridge work on Haskell Road and routine grading and sand hauling; Fredrick reported chip collection and equipment servicing for chip-and-seal projects; Stinson reported oilfield rock placement on Grant Road off Clyde and tree trimming on Grady Road.
In new business County Clerk Rachelle D. McCaleb discussed a service proposal from Gottsch Termite & Pest for courthouse and sheriff’s department spraying at $600 per treatment, and announced a concealed-carry class for employees on April 29, 2026; employees completing the class will be responsible for any required OSBI application and background-check fees.
The meeting was called to order at 9:00 a.m. and adjourned at 9:35 a.m. by unanimous vote. The minutes were approved and later attested by County Clerk Rachelle D. McCaleb on April 20, 2026.
