Lucas County commissioners authorize sponsorships, grants, RFPs and personnel appointments; table Kleinfelder contract

The Lucas County Board of Commissioners on March 31 conducted routine county business, voting to approve several authorization items, grant applications and procurement steps and to confirm personnel appointments following an executive session.
Economic development: The board authorized an economic development/sponsorship package that included $66,000 in allocations: $66,000 to the City of Toledo (2026 home ownership fair), $40,000 to WGTE, $15,000 to David Davis Youth Center (March Madness blackout event), $25,000 for meals sponsorships during Hunger Action Month, $5,000 to Partners in Education and $20,000 to Sofia Cantera Art and Cultural Center (Entre Amigos). Commissioner Gerken moved the item; the clerk recorded affirmative votes.
Auditor's office HR consulting: The auditor’s office requested authority to enter an agreement for HR consulting services while an HR generalist vacancy is filled. The board approved the request to secure interim consulting coverage.
Adult probation grant application: Amanda Wilson, Deputy Director of Lucas County Adult Probation, asked permission to apply for Mental Health and Recovery Services Board funding to cover salary and fringe for a forensic monitor for the period 07/01/2026–07/30/2027; the board voted to approve the application. Wilson noted the department also uses county general-fund support for the position.
Procurement and contracts: The board authorized advertisement for an RFP for comprehensive health-care services at the Lucas County Correctional Center and approved permission to apply to the BISSELL Pet Foundation’s "Empty the Shelters" grant to support animal-adoption events (BISSELL’s program provides reimbursement—$20 per dog adoption—after events). Item 11, an award of contract to Kleinfelder Inc. for administration and implementation of the 2025 community housing improvement and preservation program, was discussed but tabled for further investigation.
Human services procurement: Job and Family Services requested permission to advertise and enter into negotiations for TANF program services, projecting $5,300,000 available; the board approved the procurement permission.
Public defender contracting: The board affirmed contracting with the Toledo Legal Aid Society for public defender services in common pleas, juvenile and municipal court for calendar year 2026.
Executive session and personnel: The board entered an executive session to discuss personnel matters, organization-chart changes, discipline and collective bargaining. After returning to open session, Brian Cunningham presented several personnel actions: multiple appointments in Job and Family Services and Child Support Enforcement, a security officer, and a workforce development program administrator position with listed hourly compensation; the board voted to approve the personnel actions.
Where a roll call was taken the clerk recorded affirmative votes for the motions noted above. Several items, including the Kleinfelder contract award, were tabled for follow-up; other authorizations were approvals to advertise, apply for funding, or renew/enter short-term agreements rather than final contract awards.
