Wayne County Commissioners unanimously approve DCNR grant application, commit $25,100 match and authorize contracts and personnel actions

The Wayne County Commissioners on April 30 unanimously adopted a resolution to apply for a Pennsylvania Department of Conservation and Natural Resources (DCNR) Community Conservation Partnerships Program (C2P2) grant to support a County Farm and Recreation Complex Master Plan update and committed the required 50% county match of $25,100.
The vote was part of a wider set of routine actions the board approved during its Honesdale meeting. Commissioners Brian W. Smith, Jocelyn Cramer and James Shook also reappointed Margie Coccodrilli to the Wayne County Housing Authority and reappointed four representatives to the Pocono Counties Workforce Development Board for three-year terms. The board ratified a 36-month electricity contract with NRG Business Marketing, LLC and Direct Energy Business, LLC and ratified a consulting contract with Mary Garrett Itin of Goldfinch Coaching, LLC for behavioral-health supports at a rate not to exceed $3,000.
Prothonotary Ned Sandercock introduced and praised office clerk Nevaeh Becker on her one-year anniversary, saying, “Ms. Becker is one of the next generation of employees, and [she is] great, willing to take on whatever tasks are asked of her.” Commissioner Smith added, “It is very important to have fine young people who want to work for the county,” and Commissioner Cramer thanked Becker for her service during her first year.
Personnel moves approved included the promotion of Part-Time Corrections Officer Jonathan Black to full-time status, effective May 3, 2026, and the hiring of Alana Hunter and Samantha Slebodnik as part-time corrections officers, effective May 18, 2026. The board also accepted resignations from Magisterial District Court Clerk Julie Grossman (effective June 12) and Food Service Worker Cole Tunilo (effective April 24), and moved to terminate Part-Time Corrections Officer Kassidy Mercado effective April 24, 2026.
The commissioners received the Treasurer’s Report dated April 29, 2026 and unanimously approved payment of bills as presented, which included checks numbered 139908 through 139970 and multiple EFTs and department voucher lists, totaling $1,220,528.79.
During public comment, Phillip Cohen of Texas Township raised concerns about a poultry farm adjacent to his property on Old Willow Avenue; Commissioners recommended he contact township officials and attend a township meeting to pursue zoning and regulatory questions.
The board recessed to hold Salary Board business during the meeting and later recessed to an executive session on contract and personnel matters before resuming and adjourning.
Next steps: the county will proceed with the DCNR grant application process under Resolution No. 30-4-2026 and implement the contracted services and personnel changes as authorized by the board during the meeting.
