Cutler Bay council approves GMP amendment for Legacy Park phase 2

The Town of Cutler Bay council approved a guaranteed maximum price (GMP) amendment for phase 2 of the Legacy Park and Municipal Complex during a brief special meeting.
Emma Jones, the owner's representative with Stantec, presented a timeline and cost breakdown for GMP 2 and said, "The total is $11,860,067." She described GMP 2 as covering underground utilities (water, electrical, sewer, stormwater) and early-buyout long-lead items such as electrical switchgear and the elevator. Jones said roughly $8,400,000 of work is eligible for buyout savings and explained the buyout-savings mechanism in the town's agreement with the construction manager: subcontractor buyouts are evaluated line-by-line and any savings are split, with the contractor receiving 30% and the town receiving 70%.
The presentation noted that phase 1 (GMP 1, soil remediation) generated just over $400,000 in buyout savings for the town. Jones said phase 2's current maximum price is $11,860,067 and that the final GMP will reflect any buyout savings achieved during procurement.
Town Manager Ralph Casals said that if the council approved the amendment, the contract would be signed immediately, permits would be processed and the contractor would begin mobilization with subcontractors and staging. "Hopefully, within the next 2 weeks, they could get something going there already," Casals said.
Council members praised the accelerated schedule and the procurement outreach to local businesses. Councilwoman Ward highlighted a December 2025 contractor workshop intended to encourage local participation and singled out Lucia Soraya of Ram Tech, an all-woman-owned firm, as a bidder on site-work packages. Ward said three local vendors were on the detailed bid summary for utilities and paving.
Vice Mayor Callaghan moved to approve the resolution authorizing GMP amendment number 2 to the construction manager-at-risk agreement with Carlton Lynn Construction Inc. The motion was seconded and approved by voice vote; the transcript does not include an individual roll-call tally.
The council's action authorizes implementation of the amendment as described in the resolution and directs staff to proceed with contract execution and permitting. The meeting adjourned after the vote.
