Council advances West Lucas Road reconstruction: staff to bid project; construction-management contract authorized

Project presenter (speaker 8) said final plans provided by BCC Engineering include drainage and roadway elements but will omit the sidewalk from immediate construction; the design, however, preserves sidewalk alignment for any future trail work. Staff proposed advertising May 15, opening bids in mid‑June, awarding contracts June 18 and beginning pre-construction activities in July, with estimated substantial completion in January 2029. The engineer’s cost estimate for construction was presented as approximately $24.8 million, with design, land acquisition and other project costs bringing the total estimate to about $28.4 million.
Funding sources cited included RTR (regional toll revenue) money, Collin County road-project funds, city matches and interest earnings. Staff noted $2,084,270 has been expended to date for design and that additional Collin County funding could be requested after Jan. 1, 2027.
Given the complexity and scale of the project, the council authorized the city manager to negotiate and enter into an agreement with Freeze and Nichols Inc. for construction management, inspection services and material testing in an amount not to exceed $2,000,121, using specified accounts and encumbering additional identified funds. Staff explained the firm was selected via RFQ and that the city sought to separate construction management/inspection from the engineer of record.
Councilors asked about bid risk, contingencies and timeline realism; staff said contingency allowances and material-testing line items are included and that market conditions currently appear more competitive than in past years. Council discussed bid opening timing and moved one bid date to avoid conflicts.
The motion to authorize negotiation of the Freeze and Nichols agreement was moved and passed during the meeting. Staff will return with contract documents and the bid results for council approval when available.
