Frederick trustees back $120,000 state housing planning grant; town to provide $30,000 local match

Brian Schumacher, a planner with the Town of Frederick, presented a resolution asking the trustees to support the town’s application to the Colorado Department of Local Affairs for planning funds related to Senate Bill 174 (2024).
Schumacher said the town requested $120,000 in this grant cycle. “Seventy‑five percent of that, or $90,000, would be state funding as part of the grant application, and then the other $30,000 would be local match,” he told trustees. The match proposed would come from costs savings related to concurrent updates of the comprehensive plan, land‑use code and downtown plan.
The grant covers several required components tied to SB 174: a housing action plan due by the end of 2027, and comprehensive plan elements for water supply and strategic growth that must be submitted to the state by the end of the year. Schumacher said the town had previously participated in a regional housing needs assessment prepared by the Denver Regional Council of Governments and that earlier component had been accepted by the Department of Local Affairs.
Trustees moved to approve the resolution (26‑R‑23) supporting the grant application and the motion passed 6–0.
Why it matters: If approved by the state, the grant would fund consultant work and planning tasks to help the town comply with SB 174 requirements and create a housing action plan and related comprehensive plan elements that could shape local land‑use and housing decisions.
