Committee defers Animal Control ad-hoc and forwards Animal Services MOU to full Commission

Public commentators and commissioners discussed the structure and operations of Sumner County Animal Control at the March 3 Health & Emergency Services Committee meeting. The committee deferred action on recreating an Animal Control Ad-Hoc committee but approved and forwarded an Animal Services Memorandum of Understanding to the full Commission.
During public comment, Cathy Arlen of 231 Chipaway Drive recommended exploring a new model for Animal Control, such as a standalone department reporting to the County Mayor or a public–private partnership. Bethany Van Meter and Donna Desopo described positive experiences and best practices from neighboring counties; Kara Zimba spoke to the benefits of inmate work programs in supporting animal-control operations.
On old-business agenda items, Commissioner Tim Jones moved to discuss recreating an Animal Control Ad-Hoc committee. After discussion Commissioner Darrell Rogers moved to defer the question to next month and to schedule a special called meeting; that deferral passed unanimously. Separately, Commissioner Mary Genung moved to discuss an Animal Services MOU; Commissioner Rogers moved to approve and forward the MOU to the full Commission, and that motion carried unanimously.
The committee’s actions split the substantive proposals: the MOU moves forward to full Commission review while the proposed ad-hoc committee was postponed to allow further study and a planned special meeting. No changes to operating budgets or staffing were adopted at the March 3 meeting.
