Development Services presented a request to authorize a grant application to DOLA’s Energy & Mineral Impact Assistance Fund (EIAF) for the Boyd School adaptive‑reuse project. Rachel James explained the city would partner with the San Luis Valley Housing Coalition and that the program ("More Housing Now") allows up to $2,000,000 in awards.
James said the project would convert the Boyd School into housing and add new units on the property, with an estimated 45–50 units while engineers continue to refine interior layouts and final unit counts. She told council staff do not yet have a final cost estimate and that the application must be authorized before a specific ask is finalized. James cited the city's prior success with the same DOLA program (partly funding Tierra Azul).
Councilor Michael Carson moved to allow staff to apply and partner with the housing coalition; the motion was seconded and the clerk recorded the motion as carried with Councilor Liz Hensley abstaining due to a board role with the housing coalition. Council discussion noted the need to finalize cost estimates and confirmed that the city needs council authorization to submit the application.
Next steps: staff will proceed with application materials in partnership with the San Luis Valley Housing Coalition and report back with refined unit counts and budget-gap information as engineering work and funding packaging continue.
