To manage the project, staff recommended hiring Arcadis Incorporated as the owner’s advisor to provide project management, hydraulic modeling, and procurement assistance. Staff clarified Arcadis would serve as an advisor and would not perform the final design or construction; final design, engineering and construction would be procured separately.
Commissioners asked whether the project should be paused until a permanent Water & Sewer director is hired and sought clarity on how the $40 million estimate was derived. Staff said the project has been studied for about three years, initial inspections have been taken, and final construction drawings and cost estimates would follow; they also said the Board could pause the effort if it wished. One commissioner noted the complexity of the lining approach and that comparable installations might require overseas travel for observation of techniques.
No contract with Arcadis was executed at this meeting; staff said a resolution to hire the consultant would be placed on a future agenda for formal consideration and that subsequent design and cost updates would be provided at each step.
