Mesa County awards up to $145,000 hot‑mix asphalt contract to Elam Construction

The Mesa County Board of Commissioners voted April 14 to approve a contract with Kilgore Companies LLC, doing business as Elam Construction, for hot‑mix asphalt patching not to exceed $145,000.
Matt Nichols, Mesa County Rotor Bridge supervisor, told commissioners two firms submitted bids and "Elam was lowest bid." Nichols said the board increased the asphalt budget by $45,000 this year after an inventory showed a growing need to patch rougher areas across the county. "By totaling everything, we saw that we had a need to to up that budget," Nichols said.
Nichols explained how the county plans patching work: funds will be divided among three districts and a construction group, with in‑house crews handling many patches and paving crews reserved for longer, more extensive sections. He defined a patch as anywhere from a "2 by 2 square" to "a 100 yards long" depending on the condition.
Commissioners asked about project planning and reporting tools. Nichols recommended residents use the county's road‑reporter tool (CPR) to submit photos and location details; commissioners reinforced the importance of reporting so crews can respond. The board approved the contract and authorized the chair to sign; the motion carried 3–0.
