Bobby Gross, Mesa County clerk and recorder, presented the application and said all reporting agencies had completed evaluations and signed the application. "The applicant, Mesa County, has satisfied all the requirements for the local agencies," Gross said, adding there were "no outstanding issues associated with this application." He said fairgrounds manager Kyle Carson was present to answer questions.
Commissioners asked no substantive questions. The board voted to approve the permit as published, with the motion carrying 3–0. The chair was authorized to sign the documentation.
The permit covers multiple dates in 2026, including April 17–18; May 2, May 15–17, May 22–24, May 30; and July 16–18. The approval follows standard local‑agency reviews recorded on the permit application.
