Mesa County commissioners approve first‑quarter 2026 budget supplement, add one staffing FTE

On March 31 the Mesa County Board of Commissioners unanimously approved the county’s first‑quarter 2026 supplemental budget and a separate resolution to amend authorized staffing levels.
Diane Jwiakoski, Mesa County budget manager, told commissioners the supplemental reauthorizes $11,700,000 in purchase orders carried forward from 2025—about $10,400,000 of which is in the Capital Fund for multi‑year projects—and adjusts revenues and expenditures across multiple funds. She said the General Fund will record approximately $526,000 in additional revenues and $696,000 in expenditures (a further use of fund balance of about $169,000). Other funds combined show roughly $1,200,000 in added revenues and $2,400,000 in appropriations (a further use of fund balance of about $1,100,000).
Jwiakoski described several specific items: Safe Streets and Roads for All grant funds and a Safety Coordinator grant for the Regional Transportation Planning Office; proceeds from the sale of land to support Natural Resources and cleanup; additional Sheriff’s Office grants for a temporary detention‑to‑community FTE and search‑and‑rescue equipment; DOLA grant funding for workforce innovation and county administration projects; a $100,000 County Administration project partially funded by DOLA; and $76,000 appropriated from the Commissary Fund for jail facility capital updates. She also said the county will reallocate remaining federal Turner Gulch fire grant funds and add modest appropriations for justice center annex design change orders and IT rollover items.
Separately, the board approved an amendment to the county’s authorized staffing level that reinstates a Communications Specialist FTE in County Administration and adds an FTE to the District Attorney’s Office, for a net increase of one authorized position.
Commissioners asked no substantive follow‑up questions; both motions were moved, seconded and approved by voice vote with the clerk recording "Motion carries 3 to 0."
