Commissioners review large contracts, contingencies for Sheriff, 911 and Coroner facility

Butler County staff told commissioners they will increase capital appropriations and consider several contracts tied to the Sheriff/911/Coroner facility, including electrical, general trades and special inspection work, as part of the county’s largest bid group for the project.

The administrator said the county would increase appropriations to the capital reserve account and described three contracts on the agenda for approval, adding some contracts would be voted on today and others would follow as contractors agree to terms. On contingencies, staff said the contract packages include built-in contingency funds to address unforeseen items during construction.

Commissioners asked how contingencies are awarded during construction and whether the contingency is a single end-of-project pot or managed incrementally. In response staff said contingencies are billed and authorized as construction progresses and are used case by case when materials or other costs change: “They go up for whatever reason… it just goes, step by step as they go through it,” staff said.

Staff identified contract amounts in the agenda discussion: an electrical contract for the project (Lake Erie Electrical) and a general trades contract (Beichle Building Company) with sums discussed in the transcript. Staff also noted a separate special-inspection and testing contract for interior fit-out and coroner/dispatch specialty equipment that carries a 5% contingency because of specialized equipment needs.

Commissioners approved the departmental resolutions presented at the meeting, and staff said four additional contracts will be brought back at the next meeting as contractors finalize terms.

Next steps: the board approved the departmental resolutions and asked for continued reporting as contracts move from bid award to signed agreements and invoicing.
