County administrator previews Carvana amendment, Oxford housing unit change and airport operator RFP

The Butler County administrator told the Board of Commissioners that three items will return at the board’s next meeting: amended terms for the Carvana tax-incentive agreement negotiated with the City of Trenton and the Edgewood School District, a proposed change to a City of Oxford affordable-workforce housing agreement, and a request for proposals to hire a field-based operator for the Butler County Regional Airport.
“You originally entered into an agreement with Carvana for tax abatement, for 05/11/2020,” the administrator said, previewing the amended terms negotiated by staff and outside partners. The administrator said the Carvana amendment will be presented for formal action at a future meeting.
On housing, the administrator said higher-than-expected construction bids have prompted the City of Oxford to ask the county to amend its sponsor agreement to change the number of units that can be built. The administrator described a desired unit range and said city staff will appear at the next meeting to provide cost details: “They went out to bid, prices came back much exceeding what they thought as estimates,” the administrator said, and added that the county has committed $1,500,000 toward the project.
Finally, the administrator said the county’s current airport field-based operator contract has expired and staff will advertise a request for proposals because the anticipated contract value requires a competitive procurement process.
The administrator said city and company representatives will attend the next meeting to answer commissioners’ questions about per-unit costs, funding sources and bid details. The board did not take any formal action on those items at this meeting; staff will return with the full proposals and contract documents for consideration.
