Mesa County commissioners approve mattress, electronics, hauling and engineering contracts totaling up to $620,000

At its Jan. 13 meeting the Mesa County Board of Commissioners unanimously approved four contract amendments/extensions: mattress recycling with Springbak ($200,000), electronics recycling with On-site Electronics Recycling LLC dba IT Refresh ($120,000), hauling services with No Strand Trucking ($200,000), and an on-call sanitary engineering extension with SGM ($100,000).
The Mesa County Board of Commissioners approved four contract amendments and extensions during its Jan. 13 meeting that together authorize up to $620,000 in vendor services for recycling, hauling and engineering.
The board approved a contract with Springbak Colorado for mattress recycling not to exceed $200,000 and authorized the chair to sign. Jennifer Richardson, Solid Waste and Sustainability Division Director, said the landfill receives about 15,000 mattresses and box springs annually and that roughly 50 to 60% of brought-in mattresses are recyclable; she estimated the county has recycled about 30,000 mattresses to date, conserving an estimated 34,000 cubic yards of landfill airspace and saving about $300,000 in disposal costs. When asked about resident fees, Richardson said the landfill charge is $20 per item and $40 for a mattress and box-spring pair.
The board also approved a fourth amendment and extension with On-site Electronics Recycling LLC, doing business as IT Refresh, for electronics recycling not to exceed $120,000. Richardson said Colorado banned electronic waste from landfill disposal in 2013 and that Mesa County receives more than 240,000 pounds of electronic waste annually; IT Refresh has provided services to the county since 2015 and holds industry certifications the county relies on to ensure secure data destruction and proper recycling.
For hauling, the board approved a second amendment and extension with No Strand Trucking Incorporated for hauling services not to exceed $200,000. Richardson said No Strand, the winning bidder, hauls materials using walking-floor trailers from the Bridal transfer station to recyclers, which allows the county to avoid buying expensive specialty equipment and helps keep transfer-station prices lower for residents.
Finally, the board approved the first and final contract extension with Schmeizer Gordon Meyer Incorporated (SGM) for on-call sanitary and sewer engineering services not to exceed $100,000. Laura Page, Engineering Division Director, said SGM has provided on-call engineering since 2020 and performs miscellaneous sewer design work for public improvement districts and county needs.
Each item was moved, seconded and approved by the three commissioners present, with the chair announcing each vote as "Motion carries 3 to 0."
