Powhatan Board approves office lease, school grants and appointments; multiple budget amendments pass

The Powhatan County Board of Supervisors on March 23 approved a series of routine and administrative actions including authorization for a five‑year lease of office space, school fund grant appropriations, and board appointments.
Deputy County Administrator Sarah Barnett outlined Resolution R‑2026‑15, authorizing the County Administrator to execute a five‑year lease with RHB Building, LLC for office space at 3829 Old Buckingham Road; the resolution lists $297,240 in the title. Barnett said the proposed space would increase county office area from 631 to 2,831 square feet, allow IT to relocate, and include upfit work expected to take six to eight weeks with an estimated early‑June completion. The presentation noted the county’s current monthly rent would rise from about $1,200 to roughly $4,954 for the new space. The board approved the resolution by a 5–0 vote.
Finance Director Charla Schubert reviewed Resolution R‑2026‑17 to amend the Fiscal Year 2026 School Fund by appropriating $188,500 in grants: $5,000 in federal funds for a STEM event, $3,500 in state funds for a math acceleration program, and $180,000 in VPSA technology funds to upgrade student devices and refresh network switches at all school locations. That resolution was approved 5–0.
The board also approved Resolution R‑2026‑16 authorizing the County Attorney to accept deeds conveying real estate to the county as required by Va. Code §15.2‑1803; major purchase agreements will still require board approval. The consent agenda included multiple budget amendments and transfers (R‑2026‑18, R‑2026‑19, R‑2026‑20 and R‑2026‑21), which the board adopted unanimously.
In appointments, the board nominated and confirmed Richard T. Bolton (District 2) and Paul Simmons (District 1) to fill two vacancies on the Board of Zoning Appeals; each nomination was approved 5–0.
Polco consultant Sonya Wytinck presented the county’s employee survey results showing 196 respondents (about a 66% response rate) and generally strong employee satisfaction and engagement, while noting weaker perceptions of overall county services and compensation awareness that staff should consider.
All formal motions recorded in these items passed by unanimous recorded votes.
