Mesa County’s Board of Public Health met in a special session March 26 and moved into executive session to discuss personnel matters related to hiring an executive director, a board member said. "I move that the Board of Public Health enter into an executive session pursuant to CRS section 24-6-402(4)(f)(I) for the purpose of discussing personnel matters regarding the executive director's position hiring," a committee member said during the motion.
The motion specified that the board would review applications, select candidates for interviews and finalize interview questions. A second was recorded and the board left the public portion of the meeting to conduct the executive session. The county attorney advised the group that the session should be recorded while noting the need to avoid compromising the statutory purpose: "As county attorney, I do think we need to record this session," the county attorney said.
When the board returned to the public portion, the chair announced the time and said the executive session had concluded. "We have completed the executive session. No adoption of any proposed policy, position, resolution, rule, regulation, or formal action occurred during the executive session," the chair stated.
Afterward, members discussed post-session logistics related to meeting with the executive director, whether the current director or a new hire. Several members said they preferred meeting two board members at a time with the director to save time and improve communication; participants noted the director currently sends calendar "office hours" invites to the board and suggested scheduling two-member meetings where feasible.
No votes or formal personnel decisions were announced publicly at the meeting. The board did not adopt any policy or appoint a candidate during the session; participants reiterated that, because a matter was not on the posted agenda, the group could not make a formal decision immediately. The meeting record shows the executive session was called under Colorado Revised Statutes section 24-6-402(4)(f)(I) and closed without reported formal action.
