Resident urges Mesa County to adopt renewable-energy code or impose moratorium

Laurie Welch of Palisade told the Mesa County Board of Commissioners during public comment that large-scale industrial solar development is proceeding while the county's regulatory framework remains unfinished and asked the board to act.
"What is missing is decision," Welch said. She described recorded police disputes and trespassing concerns around recent projects and said planning staff has already developed renewable-energy code recommendations and held public meetings. "Either adopt the updated renewable energy code and give everyone clear rules to operate under or implement a temporary moratorium until those rules are finalized," she urged.
Welch said the moratorium that previously applied to large-scale renewable projects was lifted on the understanding that updated protections would follow; she argued the protections "are still not fully in place, yet development pressures continue," creating uncertainty for neighboring property owners and risks to property rights, agricultural operations and infrastructure.
No direct response by county staff was recorded during public comment; the chair thanked Welch and moved to the next speaker. The board did not take immediate action at the meeting; the item describes a policy request and would require a future agenda item or staff report for formal adoption.
