Mesa County Public Health flags two supplemental adjustments and a missing county payment; board requires future supplementals

Finance staff reported to the Mesa County Board of Public Health on Feb. 10 that two budget supplementals had been processed without prior review by the board and that one county grant installment remained unpaid.
Staff said the supplemental adjustments on the expenditure side had been reviewed and approved by county administration and the Board of County Commissioners. The two items identified were roughly $36,000 — an adjustment related to an employee separation — and about $74,000 tied to trails work; staff characterized both as "fine" but said they should have been routed to the board for transparency.
"Going forward, we will be bringing the budget supplementals to the board of health for approval before they go to the board of [county] commissioners," a Committee member (Speaker 7) stated, and the board agreed that future supplementals would be presented to the board before county submission.
In addition, the board raised concern that half of a previously promised county grant had not yet been received; staff said they had followed up with county finance (Todd Hall) and expected resolution by March when the department's 2025 financial statements are finalized.
Staff briefed members on progress reconciling Workday payments, noting roughly 131 payments remain to be applied to invoices and that the department is about 50% complete with cleanup. A new fiscal manager is scheduled to start March 9 and an accounting specialist posting will close shortly, which staff said should increase capacity to finish reconciliation.
Next steps: staff will present the finalized 2025 financial statements at the next meeting, route future supplementals to the board prior to county submission, and continue Workday reconciliation with new hires supporting the process.
