The Grand Rapids Public School District board approved a memorandum of understanding for the superintendent and human resources director covering the 2025–27 contracts after a contentious discussion about precedent and negotiating equity.
Board member Tom Gustafson objected, saying the action could set a precedent and limit the board27s flexibility with future negotiating units. "My biggest concern comes in is if we had another negotiating group, would we be doing the same thing with them?" Gustafson said, arguing the move could "set precedent for our district." He concluded, "I can't support this myself." (Tom Gustafson)
Melissa Barr acknowledged the concern but said the two contracts in question had taken prior concessions and deserved alignment: "Given that this is the second contract for which they've taken a significant cut compared to everybody else, we can't make them whole after 6 years," Barr said, and she voted to approve the MOU.
The MOU passed on a roll call vote, four in favor, one opposed. Board members who supported the measure said it restores consistency with other district contracts and avoids disadvantaging administrative negotiating units that had earlier accepted zero increases.
The board's approval directs staff to implement the contract language changes; no changes to budget authority were recorded during the discussion. The board did not add additional conditions or amendments to the MOU before approving it.
