Clinton City Schools board approves DM Roofing contract for Sampson Middle School roof

John Lowe, the district's technology and facilities executive director, presented the bid tabulation and recommended accepting the base bid plus Alternate 1 and Alternate 2. Lowe said the "total sum including base bid plus both alternates is $1,249,000." He also identified the work under alternates: Alternate 1 adds the district's Outback building; Alternate 2 removes penthouse skylights and requires interior work (new drop ceilings and repairs to indoor roof drains).
Superintendent Dr. Wesley Johnson told the board that Clinton could draw on multiple funding sources to cover the project. He said the county manager had appropriated $1,000,000 toward the effort and that an approximately $1.2 million public school capital reserve earmarked for county and city schools may be available for a second phase, pending review by the Department of Public Instruction (DPI).
Lowe outlined the schedule: contractors may stage materials beginning May 25, intensive exterior work would start June 1, and the district expects major interior work related to skylights and drains to be finished so staff can return by the July 31 deadline. Lowe said some rooftop work may continue after students return but should be less disruptive.
Board members discussed cost tradeoffs; Lowe and another speaker said two bidders priced Alternate 2 as a deduct (one vendor proposed a $50,000 reduction for removing skylights), which lowers the overall cost compared with pricing that work as an add-on.
The chair asked for a motion to approve DM Roofing as the vendor for the academic wing and Outback. The transcript records a motion and a second; the board approved the award by voice vote and the chair stated the motion carried.
