Caroline County supervisors elect leaders, revise calendar and approve routine business

The Caroline County Board of Supervisors completed its organizational business Jan. 13, electing Clay Forehand as chair and Jeff Seeley as vice chair for calendar year 2026, adopting rules of order and revising the regular-meeting schedule.
Nominations opened at the organizational session. Speaker 2 nominated Clay Forehand for chair and the board approved the nomination by voice vote. Forehand then presided over the remainder of the organizational meeting. After nominations and a brief process where an alternate nomination for Underwood failed for lack of a second, Jeff Seeley was elected vice chair by voice vote.
The board adopted the 2026 rules of order as presented. Members discussed the recurring July 14 meeting and, after debate, moved that session to June 23 to create a second meeting in June instead of the July meeting; the motion carried. The board also adopted the board-supervisor appointments as presented (carried over from the prior year) and approved the consent agenda with no items pulled for discussion.
The meeting included a recognition resolution for Captain Stacy L. Carey, honoring 28 years of service with the Caroline County Sheriff's Office; Carey accepted the resolution and thanked the board. The board closed the organizational meeting and reconvened the regular meeting.
