Cresco City Council approves parade permits, traffic ordinance, grants and multiple resolutions

The Cresco City Council on May 4 approved a series of consent agenda items and adopted multiple resolutions and an ordinance affecting traffic, parks, municipal personnel and capital projects.
The council approved the consent agenda—including agenda and claims approval, April 20 meeting minutes, a tree-surgeon license for Rodney Spray LLC and two alley-closing permits to support children's summer library programs—on a single motion. The council then approved a parade permit for the city’s 200/250th anniversary parade on July 4 and a separate street-closing permit for a vintage car show on July 25.
Council members adopted Ordinance 5‑33, which amends Cresco’s speed-regulation code to designate specific 25‑mph and 35‑mph zones on identified streets. The council waived the second and third readings before approving the ordinance, which will take effect after final passage, approval and publication as provided by law.
The council also authorized staff to submit an Iowa DOT airport grant application (about $50,000) for hangar work, after staff reported that multiple quotes were obtained. A resolution establishing Fund 187 to track donations and expenditures for Beetle Park’s train project was approved so donations (including a roughly $20,000 balance the group had been holding) can be managed within city accounts.
On personnel matters, the council approved wage adjustments to align full-time nonunion and specified permanent part-time employee pay with the union contract (3.5% increases) and expanded a $40 monthly cell-phone stipend to additional department heads. Council also set a public hearing for Budget Amendment No. 2 for fiscal year ending June 30, 2026, to be held May 18 at 5:30 p.m.
The council approved several items by roll call vote; individual votes were recorded on the meeting record. Where a formal vote was taken, the motion carried as announced by the clerk or chair.
The meeting closed with approval to allow one unmanned Goodwill donation trailer to be placed temporarily on city property after city-wide garage sales, with police assigned to lock and unlock the trailer.
