Sen. Green shepherds passage of Senate File 2474 requiring school AED and emergency-plan data (House amendment adopted)

The Iowa Senate on the floor unanimously passed Senate File 2474 after concurring in a House amendment that removes private schools from the bills data-collection requirement and extends the repeal date for the Iowa Dyslexia Board from 2027 to 2032.

Senator Green of Boone, who opened debate on the measure, described the bill as focused on school cardiac emergency response. "Senate file 24 74 is a bill that we passed out of here a couple weeks ago in regards to school cardiac emergency response," Green said. "The bill requires the Department of Education to gather data on plans and AEDs across all school buildings." He told colleagues the House amendment (Senate Amendment 52-40) came from the lower chamber and made two changes: removing private schools from the data collection and extending the Dyslexia Boards repeal date.

The Senate gave final consideration after Senator Green moved to concur in the House amendment and asked for a yes vote. The amendment was adopted by the Senate. The Senate then ordered the bill read for the final time and placed it on final passage; following a roll-call tally announced by the secretary that recorded 42 ayes and 0 nays, the chair declared the measure passed by constitutional majority.

After passage, Senator Clemensch asked unanimous consent to immediately message Senate File 2474, and the chair heard no objections; the bill was ordered messaged.

The secretary read the bills title on the floor as part of the final reading proceedings; the discussion on the floor made clear the bills purpose is to collect information about emergency plans and AEDs in schools while the adopted House amendment narrows the data collection to exclude private schools and extends a repeal date affecting the Iowa Dyslexia Board.

The Senate concluded the session with points of personal privilege from several members and adjourned until Saturday, May 2, at 9 a.m.
