Final North Boulder Park Plan Preserves Open Lawn but Shifts Ballfields Slightly to Improve Drainage

City staff presented a final concept for North Boulder Park that reflects months of community engagement and attempts to balance open-space preservation with stormwater and playability improvements.
Senior landscape architect Bill Wildenberg said the final design keeps the park’s large flexible lawn for Nordic skiing, ultimate Frisbee and informal uses while adding amenities requested by teens: a full basketball court, a volleyball lawn and creative seating. "We are balancing best practices, building fields for high play value," Wildenberg said, describing overlays for Nordic skiing and multiple field layouts.
The plan reduces a previously proposed large relocation of ball fields. Staff said the ball fields were originally shown moving roughly 510 feet south in an earlier draft but are now proposed to move about 70 feet south to address a marshy outfield and improve orientation and drainage. Wildenberg estimated the direct costs for backstops, sideline fencing and grading at roughly $100,000, while emphasizing the larger drainage work will be partnered with utilities.
Neighbors pressed staff about alternatives such as backfilling low areas rather than moving fields. Staff replied that the site’s high water table and specific field orientation practices (north/northeast facing for playability and safety) made the current proposal the best balance after engineering review. The plan also includes pavilion renovations with three-season partitions, added security camera integration with Boulder Police Department and reduced high-maintenance planting.
Staff said restroom and pavilion renovation will be the first construction phase, followed by site permitting and larger site work. Wetland monitoring is planned for the coming summer to confirm boundaries and buffers; staff said those results will inform final design and permitting.
The final documents will be posted online this week and staff said they will follow up individually with neighbors who asked for more detail. The board provided mostly supportive feedback and requested continued attention to preserving open lawn character and minimizing maintenance burdens.
