Board unanimously grants and denies multiple paroles and pardons at March 31 meeting

The Alabama Board of Pardons and Paroles met in open session on March 31, 2026, at 8:30 a.m. in Montgomery and issued unanimous votes on a full docket of parole and pardon applications. Chair Hal Nash and Board Member Gabrelle Simmons presided; Nicole Lewis recorded actions.

The board approved minutes from its March 19 meeting and adopted two Board Orders changing special conditions. For Harry Miller (AIS#243986) the Board removed a halfway-house requirement and added a special condition requiring release to a family residence and participation in community outpatient treatment through the Department of Corrections and Wellstone. For Crystal Deloach (AIS#340917) the Board approved release to a halfway house with a requirement to complete the cosmetology program at Ayers campus.

On individual dockets, the Board denied parole for Jordan L. Peoples (AIS#322809) and set a reset date of March 2031 after hearing family members in favor and multiple victims’ relatives and advocates, including representatives from VOCAL and the Attorney General’s victim-services office, opposing release. Jennifer L. Brown (AIS#230305) was denied parole with no reset date after victim relatives and a VSO spoke in opposition.

Michael D. Harris (AIS#186957) was granted parole with specific post-release conditions: completion of any detainer or required program, placement in an approved halfway house, enrollment in the Montgomery Day Reporting Center, GPS ankle monitoring, mental-health follow-up and a drug assessment upon release. Several other paroles were granted with program and monitoring conditions (for example, Perry County PREP, Baldwin County DRC, Opelika DRC, SAP and GPS monitoring). The board repeatedly required substance-abuse programming, day-reporting center enrollment, GPS monitoring and mental-health or drug assessments as conditions for release.

One case was briefly reopened for additional testimony. At 9:43 a.m. Board Member Gabrelle Simmons moved to reopen the record for additional testimony from Danny Fallen regarding Anthony R. Felder (AIS#149167); Chair Nash did not object. The board closed the record at 9:46 a.m. and then voted unanimously to grant parole to Felder with conditions including completion of Perry County PREP, GPS monitoring and follow-up services.

The Board also issued several pardons. Kendall S. Vest (AIS#828187) received a full pardon restoring all civil and political rights. Pardons with restrictions (relief from the habitual offender act and firearms disabilities) were granted for Robert Johnson Jr. (AIS#828015) and Timothy Woodson (AIS#188528). Some applicants were granted only restoration of voting rights.

The meeting included a review of delinquent parolee files and a separately circulated list of parolees declared delinquent. The board adjourned at 1:33 p.m. and scheduled its next session for April 1, 2026, at 8:00 a.m. at the same location.
