Alabama Board of Pardons and Paroles grants several pardons, sets parole resets for others

The Alabama Board of Pardons and Paroles met on April 23, 2026, at 301 South Ripley Street in Montgomery and handled a full docket of parole and pardon petitions under Alabama Code, Title 15, Chapter 22. Chair Hal Nash presided, and Board Member Gabrelle Simmons was present; Nicole Lewis served as board secretary and recorded actions.
The board approved the April 22, 2026 minutes after a motion from Hal Nash, seconded by Gabrelle Simmons. The board then proceeded through the daily docket.
The board granted parole for Toni T. Cartwright (AIS# 280230) with conditions that require completion of the Birmingham Day Reporting Center (DRC), placement in an approved halfway house, GPS ankle monitoring, mental health follow-up and a drug assessment upon release. Jammy T. White (AIS# 276074) and Dustin W. Cryer (AIS# 285490) also had paroles granted with conditions including GPS monitoring and drug assessment or approved halfway-house placement. Matthew E. Clarkson (AIS# 280411) and Omar K. Smith (AIS# 181285) were granted parole with conditions including detainer/program completion, approved halfway house placement, GPS monitoring, mental-health follow-up and drug assessment.
The board granted a number of pardons. Notably, Kent D. Turney (AIS# 221428), Courtney D. Castleberry (AIS# 827913), Calvin E. Bailey (AIS# 228074) and Edtron F. Griffin (AIS# 823323) were each granted full pardons restoring civil and political rights. Tiffany D. Young (AIS# 319036) was reopened for additional testimony at the request of Board Member Gabrelle Simmons; Chair Nash did not object. After closing testimony the board granted a pardon for Young with restrictions that provided relief from the habitual offender act and from specified firearms disabilities; the board also denied remission of fines for Young.
Several pardon petitions were denied: Rachael M. Palmer (AIS# 827688) was denied a pardon and was also denied remission of fines; Samuel H. Hubbard (AIS# 150883) was denied a pardon. Andrew J. Burbage (AIS# 827949) was granted restoration of voting rights only.
The board denied parole for many applicants and set reset dates where noted. Examples: Mack M. Dailey (AIS# 195766) was denied with a reset date of April 2027; Barry D. Cates (AIS# 193487) was denied with a reset date of April 2028; Brandon F. Thompson (AIS# 217751) was denied with a reset date of April 2028; Michael R. Nichols (AIS# 244768) was denied with a reset date of April 2031. Several denials were recorded with reset dates ranging across 2027–2031; in one denial (Michael A. Jones, AIS# 259230) the minutes record denial with no reset date specified.
Board members and recorded public speakers included attorneys and family members speaking on behalf of petitioners and representatives from victim-advocacy or victim services (noted in the minutes as VOCAL and a Victim Services Officer from the Attorney General’s Office). The minutes list Venesha Bradley (VOCAL) and Ky' Toria Lawson (Victim Services Officer, Attorney General’s Office) as recurring speakers opposing some parole requests, and several attorneys or family members speaking in support.
The board reviewed attached lists of revocation files and delinquent parolee files. The meeting adjourned at 1:02 p.m.; the next meeting was scheduled for April 28, 2026, at 8:00 a.m. at the same address.
