Trustees approve server and HVAC purchases, SRO agreements, and a one‑year natural gas aggregation plan

The West Chester Township Board of Trustees moved through a series of administrative and procurement items on July 22, approving capital purchases, maintenance agreements and intergovernmental public‑safety contracts.
Major approvals included a $61,191.70 purchase order to Avtech Technologies Incorporated to replace and consolidate four physical servers (part of an IT replacement plan), a $12,508.57 preventive maintenance contract for the network UPS with 4 Seasons Environmental Inc., and a $50,331.60 contract to Bachman's Inc. to replace two HVAC units at the police department. Miss Brown said multiple quotes were solicited for the server purchase; the HVAC work was not formally bid because Bachman's is a frequent vendor and familiar with the township’s equipment.
Trustees discussed creating a longer‑term CIP for HVAC replacements to realize scale savings; Miss Brown said a $150,000 annual CIP had been started previously and staff will consider phased bidding for larger procurements.
The board also approved Resolution 20‑20‑25 to authorize the township administrator to execute a natural gas aggregation agreement recommended by Energy Alliances Inc. for up to 12 months if an acceptable rate is at or below 0.665 per CCF; a consultant from Energy Alliances briefed the board on market volatility and recommended a one‑year term.
On public safety, trustees approved school resource officer (SRO) agreements with Lakota Local School District and with Butler Tech for the 2025–26 school year. Miss Brown said the district’s total SRO program cost was cited at $795,633 and the district pays SRO salaries for the time officers are in schools.
Other business included a non‑objection motion for a liquor permit application and the motion to advertise the RFQ for Beckett Park West (discussed separately). Most items passed by roll call with unanimous or near‑unanimous votes recorded in the meeting.
Next steps: Staff will proceed with procurement, return with CIP and bidding recommendations, execute the approved agreements and proceed with RFQ advertising and consultant selection for Beckett Park West.
